The Renderer Plugins are Plugins like all others, but they are called so, because they do render items/posts. These plugins will process the text of a blog Post or Item and render it in a more complex way than just plain text.
Rendering means, that it looks for special markup in the item’s content and replaces/renders parts thereof, before the item gets displayed. Examples of this include: creating paragraphs, creating bold text, creating links, inserting images, inserting videos, etc. Wacko plugin and Smilies plugin are samples of the kind of things you are able to do using this particular type of plugins.
A few renderer plugins are installed and enabled by default. Additional renderer plugins can be installed and/or enabled by the System Admin.
Renderer plugins can be configured to offer opt-in/opt-out on a per-post basis. In that case you will see a block like the following on the Expert Edit Screen:
Also, the Apply Rendering setting of a plugin defines, if it gets asked to render the content of an item.
Render plugins are not restricted to only render content of items, but can hook any other events also.
