No, the group level and user level are 2 completely separate things.
The level assigned to a User Group.
This is used primarily for user moderation. See UserModerator .
The Group Level can be edited here: General Settings Panel
The group level is different from the User Level because User Moderators can change the user levels of users. They cannot, however change the group levels.
Additionally, by default the user groups will be displayed in descending order on this level. This allows to quickly grasp which groups have more permissions than others (as long as you follow this convention).
Levels can go from 0 to 10 and are mandatory. The default level for new groups is 4.

Does the group level supersede the user level? For example, if a level 2 user is in a level 4 group, which permissions apply: level 2 or 4?
