This template tag displays the description of the current File.

Param	Default	Usage
`before`	`''`	Displayed before the file description.
`after`	`''`	Displayed after the file description.
`format`	`htmlbody`	Format to output. Possible values: `raw`, `htmlbody`, `urlencoded`, `entityencoded`, `htmlfeed`, `htmlhead`, `htmlattr`, `htrmlspecialchars`, `formvalue`, `xml`, `xmlattr`, `text`, `syslog`.

This tag displays content only, it does not have a return value.
