Future versions of b2evolution will include customization through the Back-Office. In version 6.6 you need to manually duplicate and edit some files.

The files responsible for displaying the header and the footer can be found in the /skins_site directory on the server.

If you wish to customize them, we recommend you do not modify these files directly because your changes would be overwritten at the next upgrade. Instead create a /skins_site/custom/ folder and duplicate the files you want to modify there. b2evolution will automatically use these custom files if they exist.
