I don’t get the joke, after reading 2-3 times. What does it mean?

it means that blogger/blogspot is a very popular and very easy to set up blogging system. As a matter of fact, it is so easy to set up that many spammer automatically create new blogspot blogs by dozens every day. It has come to a point where most of the time you land on a blogspot blog, it turns out to be a sam blog, advertising casinos, pills or whatever…
