I’d say approx 2 weeks of dev + 2 weeks of testing.
Most of b2evo’s infrastructure is already ready for that.

That (multiuser) would be supremely cool! Are any plans for that in the works?

Probably, but it is not a priority since it is only of interest to blog hosting providers, who are a minority of the user base.
However, it’s on the todo list. We just need to find some time… or a contributor ;)
How hard would it be to make b2 multiuser in the sense that users can register, login and create their own blogs (like livejournal)?
