New to b2evolution this week but I have used DotNetNuke before, I have a photography resource site in mind which I need a blog, tutorials etc: for and this looks ideal, I will wait for the 3.1 version

All I need to find is the content providers after!

WYSIWYG is part of 3.1, not 3.0.
b2evolution 3.1 will be released this week.

3.1.0-beta will be released this week.

3.x-stable should be released before the summer. (yes 2009 )

Upgrade from 2.x to 3.x is a 5 minute deal. If you're using a custom skin, you will need to add a bit of code IF and ONLY IF you want to take advantage of the new INTRO/FEATURED POST features of 3.x. (Default skins will be upgraded automatically)

For new blogs I recommend starting with 3.1.0-beta straight away. (At least that is what I would do)
